Italian Economy Minister Giancarlo Giorgetti wants to settle the dispute regarding delays in implementing the national recovery plan, claiming that the European Commission is also interested in Italy investing and moving forward. The European Commission is pushing member states, including Italy, to amend their national recovery plans NRP before requesting funds. Doing so makes eliminating the projects that have accumulated the most delays possible. Changes to the national recovery plan are, in any case, requested by Brussels to add the energy chapter of the RePowerEu. However, while Meloniâs government has not yet submitted its proposed changes to the plan, an EU Commission spokesman reported âpermanent contacts are ongoingâ with Italy. âI donât want to give up anything at all if the NRP funds are convenientâ, said Economy Minister Giancarlo Giorgetti Lega/ID. While the minister admitted to an eventual step back being a blow to Italyâs image, he stressed, âWe have to assess which investments are the most productive in terms of growth capacity for the country, and if some project is no longer relevant it is our duty to review itâ. The additional chapter on energy will allow Italy to spend the ⏠billion made available by Brussels, which â the Commission points out â must be used for ânew measures and new investmentsâ to accelerate the energy transition. Other changes to the national recovery plan, often invoked by the Italian government in the face of new requirements dictated by the war in Ukraine, can only be requested if justified by objective reasons. âThe European Commission is also interested in Italy investing and moving well ⊠Letâs get out of the political debate in this clash between Italian and European bureaucracyâ, Giorgetti said in response to criticism against the government. Italy has already received almost âŹ67 billion of the ⏠billion foreseen by the Recovery Fund. The European Commissionâs assessment work on the third instalment, worth âŹ19 billion, is still ongoing, but an EU executive spokesperson said that there are âconstructive exchanges with the Italian authoritiesâ and that âit is not unusualâ for there to be delays with respect to the planned deadlines. As for the fourth instalment of âŹ16 billion, Italy has yet to meet some of Brusselsâ targets. âThis government has spent 1 billion out of the 33 foreseen by the NRP for 2023, it is insanely late and instead of speeding up the procedures to ground these resources, it shifts the focus to the concomitant audits of the Court of Auditors, looking for a new scapegoat. This is crazy. The future of our country depends on the Nrpâ, said 5-Star Movement MP Chiara Appendino. Federica Pascale Read more with EURACTIV

Living 22 ft m below the surface of the Florida Keys, a scientist is biding his time. Having already broken the record for the longest time spent living in an underwater fixed habitat, Dr Joseph Dituri, who goes by Dr Deep Sea, is planning to spend 100 days in a subaquatic compound. As of 13 May 2023, Dituri had already spent 74 days in the Julesâ Undersea Lodge and had just 26 days to go, in an effort to research the long-term effects of increased pressure on the body. The previous record was set by Jessica Fain and Bruce Cantrell after spending 73 days 2 hours and 34 minutes at the same Undersea Lodge is an American hotel located in Key Largo, Florida, USA, consisting of about 100 square feet sq m of useable space. The lodge, which opened in 1986, is located at the bottom of the Emerald Lagoon and is the only underwater hotel in the United States. âI am living 22 feet m below the surface in Key Largo to study what happens to the human body in an isolated confined extreme environment,â said Dituri. âAdditionally, we intended to and have interacted with thousands of school children to get them interested in science, technology, engineering, and math. âFinally, we have talked to many PHDs and MDS to discuss ways to preserve and protect the marine environment.âDituriâs 100-day mission began on 1 March 2023 with plans to resurface on Friday 9 June get into Julesâ Undersea Lodge, he had to enter through the moon pool in a wet pod, meaning the entire area is entire habitat is pressurized to the depth of the moon pool to keep the water out and Dituri had to use a self-contained underwater breathing apparatus to get in and out, making the process a continually long the underwater pod, the atmospheric pressure is 70% higher than at the surface. Dituri believes this could be the answer to reversing the ageing process and helping people live even longer.âWe are conducting blood samples, urine samples, saliva samples, electrocardiograms, electroencephalograms, pulmonary function tests, blood pressure tests, as well as hearing and ear tests followed by a series of oxygen testing,â he said. âThe most interesting thing is that the human body responds quite well to living at pressure for sustained periods of time including 60 to 66% deep in REM sleep.âPhysicians are gathering data on Dituriâs health to compare to tests that were performed before his underwater mission and will be performing the tests once again when he rises to the surface. The information will determine how the confined, rich-oxygen environment can impact an individual both mentally and physically. During his time spent underwater, Dituri researches on himself for about six hours and then does outreach for anywhere from three to four hours before getting into the water to swim around. He then engages in two to three interviews per day and meditates or journals when he begins to feel lonely. Before his underwater descent, a CAT5 cable was run into the habitat and spliced into a network router. âWe have good Wi-Fi,â said Dituri. âMost of the time itâs better than any other place Iâm calling.âDituri receives the occasional underwater visitor and has seen about 50 people in there is a topside team of 10 medical doctors, psychologists, and psychiatrists looking after Dituri, as well as an entire surface support team. Dituri is continually resupplied with food every three days, including fresh fruit and vegetables, largely frozen foods, and frozen chicken and other says he spent a lifetime of work to prepare for this mission, including 28 years in the Navy as a saturation diver and expert in physics and physiology. âI suggest that should anybody wish to do this that they get together a team of very smart people as I did and make sure you listen to them when planning the mission,â he said. Although Dituri is glad to have achieved a Guinness World Records title, he says he is more focused on the science at the moment.âWhile I appreciate having and holding the world record, I think it is much more important to have the research done,â he said. âI wasn't really setting out to break a record... that normally isn't my mentality... thatâs why I didn't just go to one day past the record... I set a line in the sand to help humanity and it just so happens to have broken a record.âNext, Dituri intends to take the science that he has performed and further apply it under zero-gravity circumstances such as the zero-g will also be presenting his biomedical engineering findings during his underwater mission at the World Extreme Medicine Conference in Edinburgh, Scotland in November 2023.

Iâve worked pretty hard to ban the use of Facebook in the household, not because of the threat it poses to democracy, nor because Iâm worried about privacy or data or whatnot, but because it makes us look old. The kids donât use it, obviously, because theyâre not old. Mr Z has historically been susceptible to âsix years ago todayâ nostalgia jags, and posting pictures of us on holiday that make it look as though everyoneâs getting on better than they are. Iâve worked pretty hard to stamp that out, and if nixing Facebook means we miss the odd event of other people who are also old, Iâm OK with I canât do is stop him watching food videos. It is a very distinct genre; I donât know how youâd land on it by accident, except maybe if you typed into Google âthe most disgusting thing anyoneâs ever eatenâ. A guy, often with only his arms visible, probably with sleeve tattoos, will get a gigantic piece of meat and fashion it into an unnatural shape, usually a rectangle. Then heâll layer it into a tower, spliced with cheese, and wrap it in more meat. Somehow egg yolks will get involved, then additional cheese. Itâs all a bit sped up, and mesmerising. I donât know where the suspense comes from â what could it possibly taste like? Who would ever eat it? Why did an animal â sorry, eight animals â have to die for this? When is karma going to get involved and exact some retribution upon the mozzarella dude? These questions are never answered. And now youâre in the machine, and some fresh horror involving a thousand frankfurters is just about to took a while, but eventually this has fed into Mr Zâs targeted ads, which are now a picture âbest T-shirts for big belliesâ, diet books, meal replacement shakes, home cholesterol kits, gut biome analysis, clothes for people who have eaten enough protein to power a squad of weightlifters, wide-fitting shoes. The assumption can only be that people who watch this stuff plan to eat this stuff, and then feel bad about it. That is diametrically wrong, I think â you only watch it to feel relieved that you never have to eat it. I donât know if this makes the algorithms more or less scary, but when they get it wrong, they get it radically wrong. Zoe Williams is a Guardian columnist
